Is there any glue that will make rubber shoes stick to neoprene fabric?

It needs to be waterproof and REALLY strong. Im making a mono fin out of the neoprene/wet suit fabric stuff and rubber swim shoes, they are Women’s Froggs All Sport Shoes.
